Energy Assistance References

The Wisconsin Home Energy Assistance Program (WHEAP) is designed to assist households by providing financial assistance with their energy bills. You may qualify for energy assistance through WHEAP based on your income. Below you will see the income qualifications for 2024-2025. The WHEAP Program runs from October 1st - May 15th and is a once-a-year benefit:

To see if you qualify for WHEAP you will need to contact Partners for Community Development, Inc., at (833) 646-0823 or click here to fill out an application to mail in. If you qualify and are approved, you will received a credit on your TRU bill.

Contact Customer Service at City Hall to get your 12-month energy history report that is needed when applying for assistance, 920-793-5523.

You may also qualify for Wisconsin's Weatherization Program, if you qualified for WHEAP. Weatherization is provided at no cost to qualifying households. Some of the weatherization options may include:

  • Insulation of attic, walls, and floors
  • Replacement water heater
  • Installation of energy efficient lighting
  • Reduction in air leakage
  • Repairs to or replacement of heating system
  • Replacement refrigerator and/or deep freezer
  • A health and safety inspection
  • Information about maintenance and energy conservation services
