Cross Connection Control Program

The City of Two Rivers Water Utility delivers safe, high-quality drinking water every day. To continue to protect the public health and keep the water system safe from contaminants and pollutants, we are required by the Wisconsin Department of Natural Resources (WDNR), Wisconsin Department of Commerce, and the City of Two Rivers Municipal Code 11-3-10 to maintain a Cross Connection Control Program. Since 2012, the City of Two Rivers contracted Hydro Corp company who is specially trained in cross connection control and will perform the inspections (at no cost to the property owner) for all residential and commercial buildings throughout the city. Hydro Corp will detect actual and potential cross connections and make recommendations for the installation of backflow devices or assemblies where necessary. This program will ensure that contaminated or polluted water cannot backflow into clean drinking water.

Frequently Asked Questions

  1. Do I have to participate in this program?
    Yes, every residence must participate in this program. If you do not have a drain tile system with a sump pump an inspection is still required for verification.
  2. How much does the inspection cost?
    There is no cost if the inspection is completed by the City or their representative.
  3. Does an adult have to be present during the inspection?
    Yes.
  4. What if I refuse to participate?
    If you refuse to participate, Two Rivers Utilities will enforce applicable City of Two Rivers Municipal Code & State Statues.
  5. Can I switch my discard pipe to the sanitary sewer system during the winter months?
    No, this will not be permitted. It is recommended that people attach one 6-8 foot long 1.5" diameter PVC outlet pipe to the discharge at the house during the winter. This type of system has very little chance of freezing. For extra protection, a heat tape may be attached.
  6. Where can I run the sump pump hose?
    You should run your sump pump hose at least 6-10 feet away from your house to avoid 'recycling' back into the house.
